Hardworking Chinese tractor mechanic Steelhead (Jackie Chan) heads to Japan in search of his childhood love (Xu Jinglei). However, his quests ends in bitter disappointment when he discovers she has married Yakuza underboss, Eguchi (Masaya Kato). Heartbroken, he descends into darkness with petty crime escalating to murder and a growing desire to protect his people from the vengeful mobster.
